The kid is getting fed, so I guess it's not neglect in the traditional sense...and he's getting fed a lot, so he's obviously loved...and the fact that he's eating it himself makes it sort of self-abuse (I can't watch the video here, I guess I'll see it when I get home).
However, with all the information available about overeating and childhood obesity and diabetes that could be induced from this behavior, in that sense it is neglectful for the parents to allow their kid to scarf down all that food. Then again, we don't know the whole story because maybe the parents are so busy or just can't afford not to buy fast food all the time. This is a tough call...but considering all the food the video claims he ate, he could stand to cut back a bit because it's obvious he ain't starving. It seems to me that the parents have a laissez-faire attitude about their child's eating habits and as long as the kid can feed himself, they wash their hands of it.
