What's to hate? I think the policy here applies more to spammers and large corporate group mailings. If they pay the fee, they skip the spam filters and make it to your mailbox. If they don't pay, odds are that the crap e-mail you were going to delete anyway (because your penis is big enough, you don't want to work from home, and you don't need drugs from Mexico) ends up in your bulk mail folder.
We'll see how many companies or scam companies are willing to shell out money to e-mail thousands of people per day.
